Back in December, my relatives went to Mt High on a very windy day. Unfortunately they were not satisfied with the conditions so they returned their lift tickets to get vouchers for another day. They went back east before they had a chance to ski again so they gave me their vouchers. Each voucher has a $65 value.

My question is can I use the voucher and pay extra to buy the beginner package? I see the beginner package is listed as $79 on your website. So if the value of the voucher is $65 and I pay the difference of $14.

Yes, you certainly can.  Just take it to any ticket window and they'll credit the amount towards the product you'd like to buy.
